QISP

Once an industrial facility enters level 1 or level 2 status due to exceedance of any stormwater parameter limits a letter shall be sent by the State Water Resources Control Board will be sent to the Legal Responsible Person (LRP), stating that a Qualified Industrial Storm Water Practitioner (QISP) shall be in charge of stormwater management documentations of the facility.

The QISP shall conduct site inspections and prepare all the required reports by the Industrial General Permit (IGP). Dischargers shall then certify and submit their reports electronically via SMARTS.

Once the exceeded parameters are tested and found within the normal range the facility will enter Base level again. This procedure is conducted for all the facilities by the Board at the end of every fiscal year (End of June).
